Now loosen the screws holding the lever to the shaft. Rotate it until it's in the "low" position.

The gear in it's (should be still) clamped down position is in LOW. With the detent plunger clicked into the low detent re-tighten the cap screws to re secure the handle to the clutch shaft. Now you can slowly loosen up the clamps holding the bull gear down. See next picture.
