Need Enlightenment About Horiz Cutters

I could use some info about the various kinds of cutters for horizontal mills- I would like to mill slots in steel about 1/2" wide by 1/4" deep. Why do some cutters have staggered teeth and some not? Are there plunge cutting and side cutting types? Are there combo types that do both?
