All 3 micrometer wheels (x,y, and quill) will not rotate to zero out. I have to write down the number and add or subtract to get the stoping point. The wheels have knurling on them like they could be rotated. There is a set screw that looks to be a lock after adjustment. Everything on this machine has been rusted tight and required my removing and cleaning. I was thinking of making a puller similar to a bearing splitter to pull the wheels off to clean and see if they will rotate on the shaft. Does that seem like a good idea?

I have a Model 40H also. The original setup on the axis dials uses a spring and ball under the dial to hold position. The part in your image with the set screw(dial sleeve) has a cross hole for the spring and ball. The set screw is used to take up slack on the shaft (end play). If you need a photo, let me know.

Thanks for the heads up on the spring and ball. Never forget the transmission I was rebuilding when I was 16, launched a ball to never be seen again. Took a day and half to remove and clean and replace the 3 dials. What a joy to have those dials working correctly. Another question; I'm missing the flat drive belt for the spindle feed. Does your belt (if you have one) have a number on it?

My Index doesn't have the spindle power feed option. The Index parts list I have shows a - 19" x 1/2" flat belt #M-4 (no brand referenced)

That belt size sounds about right for a Dumore No. 5 tool post grinder. Try to get a hold of Well-Index and see if they have a replacement belt they can sell you. If not, check eBay for flat belts, may get lucky and find one. Last source, is browse the McMaster-Carr catalog, they carry various different belts for power transmission equipment an usually reasonable priced.
 
Thanks for the help. I called Wells-Index and the first person I talked to knew the machine and the belt. We ordered it and it's in the mail.
