I think (an this is a guess) that 8 Molar Nitric Acid is used by forensic technicians. The acid has to be very strong, or you don't etch fast enough to raise the lettering, as far as I know. You can use your lettering stamps and rehearse on iron or low quality steel...

You might call your local cop shop and see if you can talk to someone in their forensic lab...
