[How do I?] Advice to Make or repair this (pix)?

Update: We had a plan, was going to impliment it, and the owner announced that he had finally found a supplier, @$20 each. Good and disappointing news. But thanks all for the info.
 
We were looking at several variations of this drawing.
The plan was to mill out the area of stripped teeth and insert carbon steel teeth (available as a stock item from a number of suppliers). Stainless would not be necessary as the entire part is immersed in lubricant inside of a sealed gear box.
The new teeth rack would have to be milled to thickness. We were looking at attaching with a couple countersunk 8-32 flathead screws and were in the process of working with a couple industrial adhesive engineers to find the best adhesive. There are some amazing adhesives if you look beyond the hardware store varieties. Some rival welding in shear and tensile strength.
One adhesive I found particularly interesting requires a 0.020" gap between the parts for highest strength. If you cannot clamp with that accuracy it is available with tiny (0.020") glass balls mixed in to help you maintain the proper gap!
