Anyone know what this type of indicator might be used for?

I got this indicator in a box lot at an auction and was wondering if it had any specific use?

Not sure what the purpose of the indicator is, but it looks like the lower needle is missing.
 
That is for measuring c'sinks and there is a needle missing
 
It looks like the inside dial rotates so maybe it isn't missing a needle.......................
 
If the inside dial rotates then should there be a pointer or marking somewhere so you can tell how far it has rotated?
 
I'd be surprised if there was a dial indicator where the dial itself rotates. They're usually made out of sheet metal or something, that's a lot more mass to spin around than a needle if someone snaps it back.
