Anyone recognize this carbide cutter?

I'll assume it's an older style insert into a face mill.
I have a bunch of these, they are cylindrical, .250 round with a flat for a set screw I assume.
I was thinking of making a face mill using them as an insert, I have probably 20, and was considering a 3 cutter face mill.
But if I knew what they were, I can see how they were intended to be used. It looks like I would have to run the mill in reverse for this type of cutter.

Is the tip just ground or is there something brazed in? If so that could be a CBN or PCD tipped bar.
