Baked on Enamal Spray Paint

Back when I lived in cold, humid Oregon, I'd sometimes put my painted parts inside an inverted metal garbage can with a couple of 100 watt light bulbs. Very crude, but effective "curing oven." Now that I live in Arizona, I do like Mark and Randy - just set them outside in the sun for a day ... or even in the hot air overnight.
 
Very strange. I have never had a problem with Rustoleum not drying. There maybe was a humidly or inadequate mixing problem, I suspect?
