Basic 220 Diagram Question

Can someone please interpret this diagram for me in terms of which wires get hooked up to the leads and to one another?
I know there are three leads from the power source (receptacle or VFD converting 220 phase 3 into 220 phase 1 from my house current)

Does L1 get spliced into 1 and 7, L2 into 2 and 8 and L3 into 3 and 9 with 4,5,6 simply spliced together?
 
What is the motor nameplate voltage rating? Your diagram is for a dual voltage 3-phase motor, e.g., 115/230V or 230/460V. The connection that you asked about is correct if your supply voltage is the same as the lower voltage rating of the motor, but not for the higher voltage rating. See the attached diagram.

Yes. It's a 220 or 440 (actually 230/460) motor that's on a Van Norman mill. I want to wire it for 220 (230) three phase, and then use a VFD to allow me to use the 220 I get in my house (single phase).
 
Then, yes, your post #1 is correct.
