Beginner Question - What Do You Call These?

I am in the middle of restoring an old Canedy Otto drill press and disassembled the quill/spindle assembly today. The two Federal bearings pressed onto the spindle had small 'shims' installed. The spindle was a bit smaller in dia than the bearing. What are these 'shims' called? In the process of removing the bearings, not knowing these shims were in place, I managed to damage one of them and need to replace it. Thus the need to know what they are called. I don't understand why they were used in my case as the spindle dia was about 0.100" smaller than the bearing ID. I don't understand why they simply didn't make the spindle the correct size.
If someone has a good suggestion as to a good source of these shims, it would be appreciated.

Yes, the shaft and the bearing should have been 'made for each other." The 'shims' are called bushings.

If bearings of the proper size cannot be found, turn them on a lathe.
 
Ditto. +1 It would seem that the bearings were replaced once and are not the originals. They used what was on hand and adapted them with the bushings.

A bushing... wow, I should have known that!
Making a set sounds like something that even I could do. Just may go for it.
