Can someone recognise those plates?

Any M10 bolts or screws come with the plates. If you dont want to run the risk of damaging the bluing, you can you make a list of all the markings I notice a couple are 190/4 and 190/5 so two different bolt patterns on the same PCD, and check there really is 4 and 5 holes in the set.
 
"Bearing puller" good idea, but seems too thin and light duty for a puller.

Yes I have to agree too thin and light for a puller, Also a bit light for a balancer especially if it's car and truck wheels, and the M10 holes don't make sense. My money is on some kind of marking out device as I first said or for alignment checking.
 
A Year later but i found out what those plates are, They are add ons for a wheel balancer, they are made to press the wheel at the bolt holes against the balancer and are called: Pin Plate System.
