My Experience With Small CNC Machines
On hobby CNC machines, the biggest limitation is usually not the insert itself. It is machine rigidity.A very strong insert on a light machine does not always give better results.
Sometimes a smaller positive insert with lower cutting forces will outperform a larger negative insert.

A CCMT insert taking a 0.5 mm finishing cut may produce a better surface finish than a CNMG insert that causes vibration because the machine cannot handle the cutting force.
