My lathe came with 6" and 8" cast iron chucks. Max spindle speed is 3000 rpm.
They're decent chucks but not even sure what max rpm they are rated at.
I find that odd but maybe that is standard practice?

My assumption is right around 2000.
I think if a lathe is advertised as 3000 rpm the chucks that come with it should be able to safely handle that speed.

You can often contact the dealer or manufacturer to check the maximum RPM, but just because a lathe can turn 3000 RPM doesn't mean any chuck that comes with it is rated at the maximum speed. Larger chucks are typically used for larger stock turned at slower speeds, i.e. consider the SFM as opposed to RPM. Higher speed manual lathes are almost always used with smaller chucks or a collet system.

Chuck material is also another significant factor, semi-steel which is a mix of poorer grade steels are rated for lower speed VS. forged steel chucks. The larger the diameter the chuck, the lower maximum speed. On something like better quality 8" chuck, maximum speed for semi-steel is around 2000 RPM, forged steel is 2500 RPM. Most forged steel 5C chucks are around 6000 RPM. A while back I had a cheaper 4J independent Chinese 8" chuck that was so out of balance that it wouldn't get past 400 RPM without shaking the lathe apart. Cheaper chucks are not often only limited by the material but also the balance.
