I know 1018 can warp when milling. Is that the case for all cold rolled materials?

Cold rolling introduces a lot of stress into the piece. The stresses are largely opposing and balance each other out. Removing material from one side removes some of the stress from that side which causes the piece to warp. All cold rolled will exhibit this. The same can be true for extruded materials as due to shrinkage as the material cools from the outside in to the core.

Have it stress relieved before machining, this is often included in the machining instructions on customer drawings

"Stress relieve before finish machining"
