Difficulty maching mild steel at very small diameters

I notice a lot of the horologists use hand held tools on a turning rest when turning shafts for watches etc.

The super sharp HSS tool suggestions make sense to me , also if your using plain mils steel I personally find that can be a bit soft to get a good finish when taking small cuts which is going to be an issue as you don't wan't to deflect the work whilst cutting at high rpm as I would expect any slight bend to cause it tho whip and bend if you have extreme stick out.
