I need to build a heavy duty workbench/welding table. And also a cart for 2 lista cabinets. They also need to be mobile occasionally , so casters on both.

Anyone have suggestions for building in leveling screws? Both of them will weigh 750lbs when completed and loaded.

I recommend using a pallet jack for mobility. Build the table and cabinet bases with solid legs and/or levelers as required.

One pallet jack instead of 3 sets of heavy duty casters.

Most Lista cabinets are about 29" wide and most pallet jacks are about 28"wide so you'll need to have a central support (front and back) with bracing to resist side loads.

Regarding the table, it all depends on the features and size you want. Lots of excellent examples to be found on Youtube and here.
 
Agree with @extropic . Every machine in my shop is set up to be easily moved with a pallet jack.
