Enco 9x20 Won't Run In Reverse

I have not noticed it running hot, but to be honest I haven't checked. The motor is on the back side so it's not in a place I would easily notice excessive heat.

I have a multimeter and am comfortable enough working in the box to check the switch functions. It's only a 110 volt machine.

Since it was made in 1988 I'm thinking it wouldn't be a bad idea to replace both caps (as far as I know they're original). They're only about 15 bucks anyway, might as well put some fresh ones in there.
