Looking for End Mills for my PM25. Are there End Mills to avoid, such as those with relieved or milled out grooves in the shank? I have the R 8 Collets to insert the End Mill(s).

I have not had any issues with the Weldon shank(the notch) end mills in my collets. The ones to avoid are made in China.

Definitely a case of buy once cry once, or twice. Make friends with your local industrial supply house and let them guide you through their stock. You will be much better served buying quality tools in the sizes you need than cheap ones in every size available.

I was lucky, a friend dropped off a whole bunch of new Koraloy carbide they didn't need at their shop years ago and I'm still very well stocked.

Bought some Weldon and Niagara. Question: on the specs of the End Mills it lists them as having Lead ~ 4.953 What does that mean?

My only suggestion would be to get roughing end mills for roughing and save wear and tear on your regular end mills.
Roughing end mills do it way better and are worth every penny they cost.
