I'll take a wild stab at it...

This piece...

...is intended to simulate a specific cartridge. The long rod is inserted through the barrel from the muzzle end, then the 'cartridge' is attached to the end of the rod. The bolt is reinstalled and closed on the 'cartridge', and the guage tells how much longer or shorter the headspace is than a standard or nominal length.

That's just a WAG, though...

Can you get some measurements on the 'cartridge' and compare them to known 7.62mm cartridge dimensions?

Looks to me to be a bore erosion gage. It is definitely NOT a headspace gage.
How can you be sure what it isn't if you are not sure what it is?

I agree, the proportions of the spring loaded doohickey look like it could easily be for a 7.62 X 39mm sized chamber.
I don't see how it could measure bore erosion, at least from the pictures provided.
