I found this today in my basement.
Am I correct to assume this is for sharpenng metal lathe tools?
Robert J Clarke company in california made this.

Yes, that is what it is, I have one, used with a surface grinder, they will sharpen 60 degree thread tools and 29 degree Acme thread tools.
 
That is made to sharpen threading tool bits. I made one when I was in Tech school 50 yrs ago.
