I'm starting a project, that i need to get some longer flywheel bolts, but they are not standard size and strengths, it has 11.10 stamped, i don't know is that stronger then 10,9 or stronger then 12,9 and the diameter is 8,85-8,9 mm with 1mm thread pitch, is that a M9 and how strong are they?

I haven't looked at this in a while, so I needed a refresher......

What I found was this:
https://www.fastenal.com/en/76/metric-system-and-specifications

That site states that the number before the "." indicates the approximate minimum tensile strength (multiply by 100 to get MPa), and the number after the "." is the approximate yield strength (multiply by 10 to get the percentage of the first number).

Based on that site, the below should be true for the fastener markings you mention*.
Bolt markingMinimum Tensile Strength (MPa)Yield Strength (MPa)
10.91000900 (90% of 1000)
11.1011001100 (100% of 1100)
12.912001080 (90% of 1200)
