Horizontal cutter

I just bought a 4 x 1/2 x 1 inch cutter for my mill. The description also states 81.5 included angle.
What part of the cutter is the 81.5 degree included angle referring too?

it would likely be that the OD is tapered, not something usual, likely modified.
