How can I buffer the starting torque?

I have a 110 volt, 3450 rpm, 3/4 hp older Rockwell electric motor that is driving a Craftsman 100 table saw.
It starts with gusto with no load. When I hook up the belt it struggles to get going every other start. I replaced the start capacitor.
Magnetic starter?
I need help.

Hey Jeff- I wonder if your line voltage is sagging? Does the blade assembly spin freely?
Like Mike said the other possibility is the start switch in the motor is burned or otherwise flakey somehow OR (very rare) a partially shorted motor winding

I checked the windings the simple way. I know nothing about the centrifical start switch.
What would I look for?
I do hear the centrifical switch shut down when the rpm's allow it.

hearing the switch working is a good thing, but it doesn't necessarily mean that the contacts are being made

unfortunately, disassembly is the only way to enlightenment

you'll need to remove the end cap of the motor.
mark with a punch or chisel or magic marker, the position of the end cap now
remove the 4 end cap clamping bolts
tap the end cap off gently with a mallet and punch
you'll see the centrifugal switch assembly, it may look like this...

look for broken connections, broken components or otherwise burned or funny looking
