How do I make this gib? Materials + order of operations.

just remember that removing a largish amount of material from one side of a piece of metal might cause it to bow. It's often worth cutting part of the material from one side, flipping it over and then shimming it to take account of any bow, then cutting off some more. I cut a gib out of brass for an x-y vise and it looked like a banana after the first cut!
 
Rather than using a dovetail cutter, I would tilt the gib at an angle using either an angle vise or a sine plate. Also, that type of gib has a lengthwise taper in addition to the bevel and that taper has to be precisely fitted to the compound ways to work properly.
