Is this a good idea? Putting Penn State DC Motor on die filer?

Actually we don't know the motor rpm. We only know the rpm of the spindle based on the assumed pulley setup. Assuming a penn state lathe.
I think they should have posted the motor rpm, for a clear conversion as well.
Now that I look deeper, you're correct. As you point out, we have no idea what lathe or basis they're using.

Regardless it still is not going to have the turn down that I am after. Must be a crappy speed control as suggested by Mark.
 
Watch around your town on trash day , lots of the treadmills there's nothing wrong with the motor or control. You can do it . Or you can buy a commercial sewing machine 1/2 HP set up. There only a $100. Delivered.
