I'm assuming you would mount this in a drill press? Tail stock?
Seems kind of light to me. It has a draw bar set-up.

This was in a pile of donated tooling.
 
it looks to be a fly cutter/ boring/facing head.
It doesn't have the angled mounting capability like a fly cutter but it is capable of mounting the 1/4" HSS tooling horizontally to bore.
I can see a trepanning op in this tool.
I bet it's old.
I can't see myself using it in the near future.
A guy could cut holes in light plate or sheet metal on a 2mt drill press, or with a mt3-mt2 adapter??
 
Fly cutters need not be angled, define one as a body with removable cutting tools; that one looks vaguely familiar, perhaps I unloaded it on you????

As the year have passed, I have gotten much more generous that in the past.
 
Clausing 8520 uses MT2, I'm sure there are other small vintage mills that did as well. Would horizontal orientation made any more sense? Maybe something used in a small horizontal mill?
