I came across this drill press recently. Although I've owned a number of drill presses over the years, I've not seen one with the extended quill (?) before. It's fully retracted. There was also a nifty bench mounted Jet precision drill with 1/4" chuck. They both followed me home...
 
never seen one like that. I don't know why they would make it like that.
 
I think what you're seeing is quite common on older larger Jet drill presses. Here's a picture of my Jet JDP125-VS3. It's a 21" 3 phase machine capable of drilling 1 1/4 holes in mild steel.

About the only advantage I can see with the extended quill is drilling down into deep recesses. Other than that, it would be less rigid when using larger tools.
 
Yep its a Morse taper spindle/quill. Makes it easy to change chucks and drills, etc.
