Lady Legs Caliper?

I picked this up today at a yard sale. I see them from time to time. These were shop made and I know that they were very risqué in their day. Does anyone know the history on these? They seem to be pretty common.

Just think, Randy, you won't need a history. As you say, they were risqué.
 
And there are quite a few around. So either something to pass the time on a slow day, or a test for newbies on how to use a file.
 
So far I have found that they were called "Naughty Nellies" and that SnapOn used them for promotional items. Mine sure weren't made by SnapOn
I found a more elaborate one that sold for over $350. Most are $20- 100.
As a functioning caliper they wouldn't be my first choice. There seem to be about 5 basic designs. I am still wondering why @100 years ago, so many people went to the effort to make sub par calipers?

Are they made for actual use, or just as a novelty?
