Some kind of hood to keep the light from the operator's eyes and direct more of it onto the work would be in order.

All light is directed to the table, the picture is taken from underneath the light

That must be bright! I'm using just one 90mm ring & it's plenty bright for me. My LEDs aren't COB though. I don't like crazy glare off machined surfaces.

But really I'm posting cause I was curious about the abrasive cut off wheel, never seen that used on a mill before. What did you use it for, if I may ask?

Also another option for power, if you have a stock halogen light on the mill, I used a 24V AC to 12V DC converter & wired it up to the transformer for the halogen light output inside the mill. Eliminates the need for a seperate AC adapter & power to the spindle light cuts out when I power down the mill (I have a separate switch for the spindle light as well).

You probably have a higher quality ring, the ebay ones are hit and miss. The two of mine are drawing 7W, can you measure yours?

I use the cutoff wheel to cut HSS tool bits to shape and as a substitute for slitting saws. They are too flexible to cut straight until they are worn down to about 1/3-1/2 the original diameter so I save the 'worn out' ones for the mill. I have made arbors to hold diamond cutoff wheels for glass and ceramics. I also use the angle grinder type 27 wheels for surface grinding on the mill. That is how I made all my hardened parallels.
