"bolted to the table" is your problem here... the machine seems to be operating fine otherwise.
being bolted to a large flat surface such as a table top or workbench (especially thinner wood and metal) effectively means its turning that surface into a large speaker. (you can hear the low wub wub-ness of it, like a subwoofer)
the rubber matting will mitigate this somewhat but there will still be solid bolts transfering vibrations. you can get proper isolating feet/mounts or maybe make a sturdy metal stand for it that you could bolt directly to a concrete floor.
