Model Cannon

South Africa actually. A have had a quick look at the Firearms Control Act over here and there are provisions for cannons and muzzle loaders, and a separate black powder competency certificate (equivalent of a gun license).
My problem my be that although I've lived here for 12 years I'm still only a temporary resident so I don't believe I can get a gun license. Getting my permanent residency just so I can get a licence and fire a cannon seems a little excessive. May have to end up being a non-operational display model.

If you are going to do a non-firing static model, make sure to review what their definition of static non-firing model is.

BATF classifies these as a signaling and saluting device. Therefore they are exempt from their regulation.
