Modify exhaust fan louvers?

Is it possible to modify exhaust fan louvers so they open with air flow in either direction but block wind and rain from entering when fan is not running? I installed old attic fan in shop with reversing switch but fan louvers only open with air flow from inside the shop. When fan is reversed, louvers are not designed to open. Any experience with this?

I'd figure out a way to put a manual lever on the louver. Or a cover to be used when not moving air.
 
Add a solenoid & lever to open the louvers when the fan motor is powered and closes with no power (that way it fails closed in the event of a power outage due to the big storm that would otherwise fill your attic with rain). Also, make sure that the louver blades overlap so rain will run down the outside and not in (my apologies for stating the obvious, but I have seen contractors do it wrong).

Would only work in one direction: @wilton wants the louvers to open for supply & exhaust, so needs some kind of mechanical actuator.
 
You could make them swing both ways and have the latching position slightly biased outside to control rain drips.

We've got some work exhaust fans that use magnetic latching to keep down the chattering.
