This may be some sort of woodworking fixturing? The knurled portion rotates about its own axis (which is not aligned with the wedge block), with detents. It's something I got in an estate sale that had a lot of metal and wood tooling. I'm just curious.

to add to what @buffdan said above......

I believe it's used on a surface grinder and can be mounted to the magnetic chuck either straight up or on that angled face.

Some kind of collet system goes into the tube to hold the tool you're sharpening.

Yep! I have one and have never used it :) The Build Something Cool and This Old Tony channels both had a video at one point on how to use them.

Basically, the top cylinder has up 12 index locations that you use to choose which flute. The large section of the bottom of the base is cut at an angle that gets the 'inward tilt' of the cutting edge correct. The shorter location is for cutting the relief (you tilt it 'up' increasing the angle, then can grind behind the cutting edge).
 
That’s awesome info, thanks! I did buy a tool grinder so I’ll have to try it some time after it’s all set up.

I found it somewhat ironic that I was buying a tool grinder along with what appears to be a lifetime supply of cutting tools. I figured it will be good for lathe tools and various other needs...

I’m still trying to figure out the difference in my case. The Rockwell grinder I bought is a tool grinder but it shares some aspects with a surface grinder. It has too much flexibility to be a good surface grinder, but it seems like this fixture will work with my machine.
