Any idea what the angle hole in the die is used for?
 
A setscrew in the die set bears on the taper, it sucks the die down onto its seat when tightened.
 
What you are seeing is an angular cut with a ball endmill. It is for a ball-lock retention system. The punch is a slip fit into a mounting block and is retained by a spring loaded ball bearing. There is a small hole in the block to depress the ball bearing with a pin punch to remove it.
