Need Help in Removing My Quill

My instruction from Matt was to lift the head by loosening the T-bolts that hold the head on after taking off the depth stop.
I needed to access 2 screws that hold the quill skirt (not sure what that does).
The problem I was having is the splined shaft was raising with the head. I lowered the quill and locked it so the splined shaft would stay in the quill.
I'm not sure what happened but the quill came out without loosening the 2 screws. So not sure if I ruined the skirt or not.
