Please tell me what I bought...

The knurled portion spins, but the pin I assumed was moveable doesn't go anywhere. I put some oil on them and may try to get one apart tomorrow. Any ideas?

Which pin doesn't move?

I assume it is some sort of stop that fits into a table with fixed spaces holes and then the knurled bolt head tightens in down.
Not sure what the machine/tool would be.

Neither pin moves. I believe a pin should move. I'll crack one open. Your idea makes sense to me.
 
I have no idea what they are. But maybe?

Yeah I don't think they're anything worth saving. They came in a cardboard box labeled "machinist stuff" for 20 bucks. I saw 20 dollars worth of utility in it. These were just in there. I didn't want to throw them away before asking around. I got a bunch of reamers, gauges, drill bits, some endmills, some hss, and a micrometer. Nothing flashy. But 20 is fine for what I got.
