PM 1340GT-1236-T Motor Issues at High RPM

Have any of you 1340GT /1236-T owners had any issues with the motor when selecting 1160 or 1800 RPM? I ran the spindle through all the speed ranges when I was first breaking it in. After that I have had the motor/spindle combination on the B side not running any faster than 780 RPM. I just recently tired to run it at 1160 and 1800 and it would not get up to speed so I would quickly turn it off. Have a new Start capacitor on its way from PM, but I am wondering if something more may be going on.

My Voltage supply is 240VAC on an 20 AMP Circuit Breaker. I did test it for voltage drop when trying to run at 1800 and saw it drop from 237 to 227. I have a 2hp Mill/Drill on the same 240 VAC circuit and have had no issues with it.

Any input would be appreciated.
 
It's most likely the cap- check that the belts aren't oily or loose

Belt good will be changing out start cap when I receive it from PM.
