[How do I?] Remove Stripped Screw

Hi,
I have a small 3/16"size Phillips head screw in a recess that got stripped.
How can I get it out?
Has anyone here done this?
I see a lot of extractors but do they work and what are the best brands?

What material is the screw? What material is the screw stuck in? A pic or two would be nice.
 
It's in a hardened steel albrecht chuck collar.
Can I slice the screw with a dremel cut off wheel?
The screw is black, material is unknown. Someone stuck a phillips head screw in the collar, it's supposed to be a slotted cheeshead machine screw. More than likely the collar is trashed. A new one costs only $30 luckily.
I can put it on a mill and drill right through it? Carbide bit?
 
I'm just going to put it on the Bridgeport and drill right through with a cobalt drill.

Yes, I'm putting it in Starrett v blocks, both sides and wrapping the chuck in brass shim.
I should use a carbide drill but worried about it snapping off compounding the problem.
Would carbide be a good idea or just go with cobalt?
