Start capacitor with a resistor

I responded to a now deceased tv repair guy that was presumed to have gotten bit by a capacitor. I will keep one on this Rotary Phase Convertor, thank you...
 
Shows up when I checked, these are pretty typical AC capacitors, usually the ones for HVAC come with bleed resistors. The resistor needs to be sized (watts) to handle the dissipation energy.

The "brown" band is probably orange that's discolored, so a 20K ohm resistor at 1 watt it looks like
The resistor is simply a safety addition to reduce shock hazard, to bleed off the cap when powered off, like Mike said earlier

My electrician brought the fuses for his box today, and ran his voltage tests, so we plugged in the saw, and it ran in the right direction. I still need to call my friends to levitate the table back on, but now that it's powered(waiting for a new capacitor) the rush will be on.. :encourage:
