Actually, it reminds me of the books I used to read as a kid: "Tom Swift and his Hydrostatic Lubricator"

My boss has one of those mounted on a wooden base sitting on his desk, he said it came form a steam tractor.

If I'm correct its called a Roscoe (hydrostatic) lubricator.
