Tacky Paint (Became Tacky)

Chinese filler - designed to meet just two criteria - quick to dry, easy to sand. So that production can run at the most rapid pace possible.

Back in the day when new car tires (Bridgestone?) were failing, I'd read a snarky comment that the car manufacturers had just two criteria for new car tires - round and black (and the "round" was negotiable) :)
 
It may not be the route you want to take but I ditched the coolant system on my import bandsaw and used a lube stick.

On my Ellis I added a solenoid and air nozzle to use compressed air to cool the blade and clear swarf.

I HATE coolant
 
This is the bandsaw. It's sticky all along the top. If it can't be fixed I'll just leave it be.

I don't know about your mystery paint (buying into the plasticizer theory myself), but I can tell you with absolute certainty that you are doing the correct thing to that Honda B-series valve cover.
