What size chuck? 3/16" might be near the minimum for the chuck.

I think this answers your problem. The jaw tips on a 3J scroll probably cannot get down to that small a size, and if they did, you can often get some push out or lobbing when the piece is deflected between the jaws. My 6" 3J scroll jaw tips measure 0.175", my 8" 4J is 0.20", you basically cannot hold small stock well at the that size in these types of chucks. You would be much better off with a collet chuck system, or use a collet block held in your chuck. I gave up a long time ago trying to hold small stock in my 3J scroll, wants to whip out of the jaws and is not held securely.
 
For small turning the 5-C collets are the answer. It's just that lots of folks don't have a 5-C chuck for their lathe. I fought buying one as the cost was too high for my empty wallet. As the prices of them has lessened and I have gathered more paying work the need was satisfied. It's all but permanently mounted on my smaller lathe now. Accuracy on the wee small parts is as good as can be done.
