I've been sitting with the book The Watchmakers and Model Engineers Lathe trying to identify some of this stuff. So many cool toys in that book.
 
This post has aged, but popped up in my search. Definitely a watchmaker judging by the tools (cannon pinion puller, balance poising tool, L&R Master cleaning basket...).
 
Predecessor to the Van Norman Company. Neat little lathe.

Yes, there were several Waltham watchmaking tool companies, but this one is the one that later became Van Norman. I was able to date this lathe to somewhere between 1890 and 1914, based on the move to Springfield MA and the name change to Van Norman.
