Lots of plastic bags, but I didn't see any machinable materials.
Maybe 3D printer PVA.

There is a material called machinable wax that you can machine into a positive, embed in a mold, and melt out.

Not plastic (polymer), but one can press a variety of sugars and starches into various shapes. Pill pressing (with a binder) is
a common pharmaceutical application. Would a licorice or hard candy suit your machining needs? Or a molded chocolate item?

Machinable wax will not dissolve in water.

I did not indicate that it would, I indicated you could get it out by raising the temperature above its melting point and using gravity.
