What is it for and who made it?

I have this tool which has a product label of Morton Engineering in Morton Illinois pat. pending. no other markings at all. has a mt2 shank.
I was thinking maybe a toolstock die holder, but I couldn't find any that looked like it. it has a 2 1/2 inch deep round 4.05mm hole in the mt2.
looks like it would hold 1 inch diameter dies--has 4 set screws.--does anyone else have one like it.
I couldn't find any Morton Engineering company in Morton Illinois.

It appears that the "die holder" slides on the shank. Does it slide, and does it spin free at the end of the travel?

it does slide but only spins free a small fraction (second picture) between the drive pins on each side
