What is this Core bit used for?

I got a few of these in an auction box and can not see the reason for a bit like this, it is labeled SS Core drill 3FL HSS, but a drill bit without a point to cut ? not sure it is precise enough for a reaming .
Thought one of your wise gentlemen may be able to enlighten me .

It is meant to drill a hole to size in a forged or cast part that has a hole as part of the forging/casting already in it.
 
Very commonly used for opening up holes in iron castings. They will work on steel as well, but the non-cutting nose of the drill must enter the hole for it to work. They work well, self centering.
