Has me stumped, some kind of offset, drill holder?

A harmonic motion cam, perhaps? Like maybe the back offset for a box brake?
 
Maybe not it's intended use but , I made these for smallerish boring bars . You can rotate this cam holder to bring the bars onto centerline and lock it up . It's a very useful tool when using small bars in a larger holder .
 
It was in one of the drawers of my drill sharpener, of course that means anything , but maybe a clue.
 
It could be someone's first attempt of turning in a 4 jaw if his indicator was broken , but I hope this wasn't the case . :eek::grin:

It does fit in a boring tool holder, I had to check!
 
I have a slitting saw holder from the same outfit which is a quality piece , so I think you have something here . :encourage:
