I agree with previous posts, a jackshaft for grinding or buffing, the threads should be opposed on the ends.

I agree. I've seen those mostly sold as a "build your own buffer/grinder" part. With the bearing blocks so clost to the mounting ends, it looks like it would be better for a grinder setup.
 
Those saying jackshaft for grinding wheel or buffing are correct. I doubt it came with your lathe originally but having it is not a bad thing, now you need a 1750 rpm 1/2-1 hp motor and your in business.
 
Yes, is jackshaft for grinding, buffing etc.
However, it might also be used with carefully sized pulleys & belts to change lathe speeds.
I've seen it done with drill presses.
All kinds of potential complications, some bad.... But could be done.
