I have not but have any of you seen a bolt like this?
Any head could be machined off.
Threaded portion needs to be 5/16

Looks like a concrete anchor bolt without the outer sleeve. Should be able to find one at any well equipped hardware store.

Concrete anchor bolts are not tapered toward the threaded end that I have seen.

I've seen tapered pins with a threaded section for removal but the taper runs the other way.
 
What is the intended use? You say you have never seen one. Some steering linkage parts have a similar taper configuration but 5/16" diameter is probably too small for a standard automotive part . If you can find such a part that is 5/16" and modify it, that might work for you. However, considering the time looking and the cost, you're probibly better off just machining it from bar stock of the appropriate material.
 
It's for a torque flexible shaft coupling , I've ample coupling options much simpler to make and/or purchase just liked this one.

Not in this case, it is a custom design and not manufactured, the pin/bolts would have to be made and that puts it out of any reasonable time make vs cost to purchase arena. There are lots of alternatives, good ones, guess this particular unit will just a nice to look at picture :(

Was a good suggestion though and surprisingly one often overlooked.

Kd, for the reason mentioned in the previous post, it would be a time consuming job, each one would have to be turned to fit a purchased taper ream and hope for a good fit, the time better spent on other things, I'm not young any more, :D
