I believe WisJim is correct, this document seems broken. The contents are not what is promised on the cover. It can be difficult to find good sources of old documents.

I looked around and found a 1938 copy.

This is not the actual booklet about making bushings even though the cover is correct. The rest of the content is general lathe info and includes a few pages about the Bulletin No 7, and page 5 shows the kind of info that the bulletin contains--good details about making bushings! Not sure what happened here, but I would like to see the full real bulletin about making bushings.
